You can find it on Artaeum, the vendor outside the Psijic tower sells Psijic plans that are bind on pickup. I think it’s tied to your Psijic skill line rank.
Indeed, you can only get this chair if you are a crafter. Recipe available based on psijic line growth, and not only the recipe is bound on pick up, but if you craft it, the actual item is bound on pick up too. So no, you can’t find this on the market.
