With the new chapter coming a lot is being datamined, it’s very possible this design will arrive with the chapter or even as a crafting writ design when it releases like when Elsweyr added some.

That would be a likely explanation but it seems this item was datamined way before (as far as 2017). I do hope that it makes it’s way to the game soon, because it looks very cool.
