This can be picked from herbs in Glenumbra, apparently? I just got it off of a bugloss. Probably a super rare drop.
It can drop in any location probably, at least all non-dlc and coldharbour, quite rare, but hardto say how rare, they’re not really expensive and if you farm alchemy nodes too much you get them sometimes.
