This is Steame-Scalese, An Argonian Cyborg
Originally created the character and outfit because I liked how that monocle looked on argonians.
a little month later there was a contest going fitting Steame-Scalese's theme and he won 3rd place in that.

Cyborg (and therefore cyberpunk) are not steampunk..
Cyborg can be in a steampunk setting, automaton in a steampunk setting is full machine whereas cyborg is part machine part human
Fabricants exist in ESO. I don’t think it’s much of a stretch that an Argonian might have been used to make one.
Half the people in Clockwork City are cyborgs, although that particular word isn’t used in-game. Regardless, the concept definitely exists within Elder Scrolls lore.
