All of the leads are available to the template on the PTS. We haven’t found the lead in-game yet.
Markarth harrowstorms drop the lead. There may be other sources, but I can confirm this one is live atm.

I was lucky to get the lead the first try at Reachwind ritual site my last stop before finishing the entire map.
I got mine first try also, harrowstorm.
I got one on my 2nd Harrowstorm a month or so back. Came back for another one and I’m now on like my 30th Harrowstorm and nothing. I dunno if the drop rate was nerfed or the RNG hates me.
so get 8-10 of these means farming harrowstorms for the rest of my life 🙁
yea seems i have the same horrible drop rate. don’t know how people have so many of these in their homes.
